Why do some fishing waders have felt soles on them?

I was in the Bass Pro Store the other day just walking around and looking at shoes and then hiking socks and I stumbled upon some fishing hip waders that had felt soles on them. Whey felt soles. I was too embarassed to ask a salesment and I tried to find something on the net but all I found out was that they might be taken off the market to evasive species transfer.
But the fishing waders to have boots attached to them. The Boot part has a felt sole instead of a rubber sole.

Felt soles are put on hip boots and wading boots, because they are made to grip slippery rocks while wading. They do work very good. That being taken off the market thing is the ban on felt soles... to me this is crazy because other things can transfer disease that affects fish, other things can transfer things like rock snot(algae). The material on breathable waders alone can house these microorganisms. Another thing on this is I wonder if they ever looked to see if migratory birds could be a culprit for the spread of disease and algae that is being transfered into other water systems. Float planes can spread these as well if they stop in one water system that has these diseases and algae, then travel to another system and bring those things with them and transfer it.(this was just my viewpoint about this ban on felt).

They have a new sticky rubber that is supposed to do the same thing as felt soles.
