Is it good to buy a home in an area with a lot of for sale signs?

It seems like a few years ago the real estate market went up and people were buying a lot. Now I see a lot of for sale signs everywhere. I've seen homes selling for 30% or more under market value. Are people desperate or just trying to get some money.

I live in Ohio and the market here is so bad right now every street/road in any city has 2-5 houses for sale and one reason why you see sale signs is bc they made it too easy to get loans with such a low interest rate and now that loanees didn't get fixed rates are struggling to make the payments and their houses are being forclosed. And now banks are making it even harder for anyone to get loans. They either give a low interest rate but don't want to give you hardly any money or giving you a large lump sum of money with a huge interest rate.
Take it slow when buying a house. Look around for houses and check property taxes especially with school taxes included...etc.
With foreclosed homes loaners are also not making it easy to get rid of them like they used to, bc there are so many. They're wanting huge downpayments bc they don't want it happening again
